| Description: | The article examines the problems of agglomerations management from the perspective of improving the territorial organization of the population. Various methods of allocation of agglomerations, including in foreign countries, are considered. Agglomerations currently play a key role in the socio-economic development of territories, forming innovative processes in large territorial systems. It is necessary to develop unified methodological approaches that can be used to develop legislation on the definition of agglomerations and their management within the framework of spatial development and territorial management. The authors propose basic principles that reflect the essence of agglomeration. The article considers the distribution of powers between the levels of government in the field of agglomerations development. В статье исследованы проблемы управления агломерациями с позиции совершенствования территориальной организации населения. Рассмотрены различные методики выделения агломераций, в том числе и в зарубежных странах. Агломерации на данный момент играют ключевую роль в социально-экономическом развитии территорий, образуя инновационные процессы в больших территориальных системах. Необходимо выработать единые методические подходы, на которые можно будет опираться при разработке законодательства по определению агломераций и их управлению в рамках пространственного развития и территориального управления. Авторами предложены основные принципы, которые отражают сущность агломерации. В статье рассмотрено распределение полномочий между уровнями власти в сфере развития агломераций. |
