Περιγραφή: В данной статье рассматриваются актуальные в современном мире вопросы благосостояния населения, роль человеческого капитала в развитии страны. Цель работы. Исследование порядка формирования средней заработной платы в стране, как главного фактора эффективного использования человеческого капитала. Методы исследования. Проведен сравнительный анализ показателей изменения уровня среднемесячной заработной платы, как основного показателя, характеризующего уровень жизни населения. Результаты работы. Обоснована важность, эффективной деятельности Государственных служб, при решении проблем по безработице и реализации инвестиционной политики государства. Область применения. В деятельности государственной налоговой и бюджетной политики, при социальной направленности, что позволит значительно улучшить выполнение социальных обязательств государства и тем самым обеспечить полноценное финансирование жизненно важных социальных сфер, а также в деятельности профсоюзов. Выводы. Учитывая сравнительно низкую долю оплаты труда в ВВП, предложены меры по координации уровня средней зарплаты по стране, с улучшением социального партнерства как формы регулирования трудовых отношений, включая зарплату. This article addresses the issues of the well-being of the population in the world, the role of human capital in the development of the country. Purpose of the job. Study on how to generate average wages in the country as the main factor in the effective use of human capital. Methods of research. A comparative analysis of the average monthly wage rate as the basic indicator of living standards of the population has been carried out. Work results. The importance of effective action by the State Employment Service, in addressing unemployment and investment policies of the State and in identifying priorities and sources of financing is justified. Scope of application. In the activities of public tax and budgetary policies, with social focus, which will significantly improve the fulfilment of social obligations of the State and thus ensure full financing of vital social spheres as well as in trade unions. Conclusions. Given the relatively low share of wages in GDP, measures have been proposed to coordinate the average salary levels of the country, with improved social partnerships as a form of regulation of labour relations, including wages.
