Description: The article presents the experience of analyzing the concept of "small indigenous peoples", analyzes the spectrum of interpretations of the terms "small" and "indigenous" people that have developed in modern science, and also raises the question of the nature and purposes of using these concepts in various scientific discourses and socio-political practices. The relevance of such a statement of the problem is due to the fact that the actual existence of small-numbered peoples, the direction of their mental orientations, the degree and methods of protection of ethno-cultural identity, explicit and hidden possibilities of using these ethnic groups as actors for various political and economic purposes largely depend on the adequate or inadequate interpretation and legal application of this term. The methods used in the work made it possible to show the permanence of migrations of peoples to different regions of the world with their subsequent rooting in a new territory and interaction with the peoples who came there earlier, to reveal a number of contradictions in the interpretation of the question of who should be considered indigenous ethnic groups in a particular territory. A critical analysis of the use of the term "indigenous peoples" in modern sciences and legal documents has led to the conclusion that it does not meet the criteria of a scientific concept or category, it is often associated with the mythoconstruction of national histories. Its use as a tool of scientific knowledge and a navigator of socio-political or national orientations is not heuristically promising. In the context of the regulation of interethnic relations, the term "indigenous peoples" is fraught with conflict potential and can act as a dangerous weapon in the arsenal of radical forces and those to whom their actions are politically beneficial. В статье представлен опыт анализа понятия «малочисленные коренные народы», анализируется спектр сложившихся в современной науке интерпретаций терминов «малочисленный» и «коренной» народ, а также ставится вопрос о характере и целях использования этих понятий в различных научных дискурсах и социально-политических практиках. Актуальность такой постановки проблемы связана с тем, что от адекватной или неадекватной интерпретации и правового применения этого термина в значительной мере зависит реальное существование малочисленных народов, направление их ментальных ориентаций, степень и способы защищенности этнокультурной самобытности, явные и скрытые возможности использования этих этносов как акторов в тех или иных политических и экономических целях. Примененные в работе методы позволили показать перманентность миграций народов в разные регионы мира с их последующим укоренением на новой территории и взаимодействием с ранее пришедшими туда народами, выявить целый ряд противоречий в интерпретации вопроса о том, кого следует считать коренными этносами на той или иной территории. Критический анализ применения в современных науках и правовых документах термина «коренные народы» позволил сделать вывод о том, что он не отвечает критериям научного понятия или категории, зачастую он связан с мифоконструированием национальных историй. Его использование как инструмента научного познания и навигатора социально-политических или национальных ориентаций не является эвристически перспективным. В контексте регуляции межэтнических взаимоотношений термин «коренные народы» таит в себе конфликтогенный потенциал и может выступить опасным оружием в арсенале радикальных сил и тех, кому их действия политически выгодны.
