Within the framework of the domestic science of criminal law the issue of legislative norms, the operation of which is associated with special conditions, has received an independent applied and theoretical significance, it is also applied to the period when military actions were carried out. When martial law was introduced throughout the Soviet Union, the process associated with the adoption of important decisions on the management plan was greatly simplified. This was due to the emergence of a clear need for the fastest possible response to the changing situation, which was observed both in the rear and at the fronts. Of course the presented circumstance contributed to the process of the formation and improvement of Soviet legal science, including the aspect of criminal law regulation of social relations.
