Статья является логическим продолжением статьи авторов «Модель управления городами: сообщества как ресурс и риск развития города» [6]. В статье представлен авторский взгляд на трансформацию систем управления современными городами в общей рамке городского развития, в условиях трансформации подходов (от «правительства» к «управлению»). Предложен авторский анализ развития Москвы в период с 2000-х гг. по настоящее время, а также видение авторов относительно роли системы управления городом в этом развитии. Авторами сформулированы предложения по возможным условиям трансформации и совершенствования текущей модели управления в Москве в направлении включения широкого круга горожан, городских сообществ в выработку решений развития города, снятия существующих барьеров непрозрачности городской политики. Рекомендации касаются формирования карт городских сообществ, совершенствования принципов регулирования на уровне города, внедрения практических инструментов включения пассивного большинства горожан в городскую повестку, а также выстраивания эффективной системы сбора и анализа данных на уровне города The article is a logical continuation of the article by the authors «Urban Governance Model: Communities as a Resource and City Development Risk» [6]. The article presents the author's view on the transformation of management systems in modern cities in the general framework of urban development, in the context of the transformation of approaches (from «government to governance»). The author's analysis of the development of Moscow in the period from the 2000s to the present is proposed, as well as the authors' vision of the role of the city management system in this development. The authors formulated proposals on possible conditions for the transformation and improvement of the current management model in Moscow in the direction of including a wider range of citizens, urban communities in the development of solutions for the development of the city, removing the existing barriers of opacity of urban policy. The recommendations relate to the formation of maps of urban communities, improvement of the principles of regulation at the city level, the introduction of practical tools for including the passive majority of citizens in the city agenda, as well as building an effective system for collecting and analyzing data at the city level |
