Статья посвящена научному поиску возможности разрешения проблемы противоречивости двух проявлений устойчивости ТЭК: экологического и финансового. Автором выдвигается и проверяется гипотеза о том, что экологические инвестиции могут помочь преодолеть разрыв между экологической и финансовой устойчивостью ТЭК в регионах России. Целью статьи является исследование экологических инвестиций как фактора устойчивого развития ТЭК региональной экономической системы, влияющего на экологическую и финансовую устойчивость ТЭК на примере регионов современной России. Для ее достижения с опорой на статистику по 82 регионам за 2022 г. методом регрессионного анализа проводится факторный анализ экологической и финансовой устойчивости ТЭК регионов России под влиянием фактора экологических инвестиций. В результате оптимальный объем и структура экологических инвестиций, при котором достигается полная экологическая устойчивость ТЭК и повышается финансовая устойчивость ТЭК в регионах России. Главный вывод по итогам проведенного исследования состоит в том, что экологические инвестиции при должной оптимизации помогают одновременно повышать и экологическую, и финансовую устойчивость ТЭК региональной экономической системы. Так, увеличение затрат на сбор и очистку сточных вод способствует росту и рентабельности продукции в ТЭК, и повышению промышленно- экологического индекса в регионах России. Теоретическая значимость статьи состоит в том, что она вносит вклад в развитие концепции устойчивого развития ТЭК региональной экономической системы посредством уточнения влияния экологических инвестиций как фактора данного развития. Практическая значимость статьи состоит в том, что раскрытая в ней ранее неизвестная перспектива непротиворечивого устойчивого развития ТЭК в региональной экономической системе в единстве экологической и финансовой устойчивости ТЭК, благодаря оптимизации экологических инвестиций, может быть использована в практике государственного и корпоративного управления устойчивостью ТЭК в регионах России. The article is devoted to the scientific search for the possibility of resolving the problem of the inconsistency of the two manifestations of the sustainability of the fuel and energy complex: environmental and financial. The author put forward and test the hypothesis that environmental investments can help bridge the gap between the environmental and financial sustainability of the fuel and energy complex in the regions of Russia. The purpose of the article is to study environmental investments as a factor in the sustainable development of the fuel and energy complex of a regional economic system that affects the environmental and financial sustainability of the fuel and energy complex on the example of the regions of modern Russia. To achieve it, based on statistics for 82 regions for 2022, a factorial analysis of the environmental and financial sustainability of the fuel and energy complex of Russian regions under the influence of the environmental investment factor is carried out using the regression analysis method. As a result, the optimal volume and structure of environmental investments, which achieves full environmental sustainability of the fuel and energy complex and increases the financial sustainability of the fuel and energy complex in the regions of Russia. The main conclusion based on the results of the study is that environmental investments, with proper optimization, help to simultaneously increase both the environmental and financial sustainability of the fuel and energy complex of the regional economic system. Thus, an increase in the cost of collecting and treating wastewater contributes to the growth and profitability of products in the fuel and energy complex, and an increase in the industrial and environmental index in the regions of Russia. The theoretical significance of the article lies in the fact that it contributes to the development of the concept of sustainable development of the fuel and energy complex of the regional economic system by clarifying the impact of environmental investments as a factor in this development. system in the unity of environmental and financial sustainability of the EEC, thanks to the optimization of environmental investments, the sustainability of the fuel and energy complex in the regions of Russia can be used in the practice of state and corporate management.
