| Περιγραφή: | The article characterizes approaches of Russia and China to the activities of the Shanghai Cooperation Organization. It also states the idea that since the creation in 1996 of the Shanghai Five — the forerunner of the SCO — Russia has been intended to build the Shanghai Forum as a regional security structure, while the PRC has seen it as a mechanism for institutionalizing China’s economic “expansion” in Central Asia. The nature of expectations from the SCO still determines the role and place of the RF and China in solving political and economic problems of the Forum. In the very first years, the question arose about the economic development of the Organization and its transit from a mechanism of border security measures to a multifaceted international structure. However, the collective economic component of the SCO hasn’t received tangible growth, the reasons for which are given in the article. The author emphasizes, that although Russia has not lost its economic advantages in the Central Asian segment of the SCO, the multivector intrusion of China into the economic field of Central Asia objectively narrows Moscow's maneuver there. At the same time, Russia has a powerful comparative advantage in the defense sphere, and therefore our country, playing the role of the military-strategic vanguard of the SCO, is able to balance the overall influence of the PRC in the region. The author believes, that time itself raises the question of China's active involvement in the safeguarding activities of the SCO, what, however, is fraught with new risks. The article analyzes factors contributing to the development of the Organization (the main of which is the similarity of a number of Russia’s and China’s international interests), as well as those features of the Russian-Chinese dialogue that do not foster the overall progress of the Forum. As a result, the author emphasizes that Central Asia remains for Russia an area of competition not only with a number of “third” international forces, but also with friendly China. Nevertheless, as the author believes, as long as general interests of Russia and the PRC in the world arena coincide, the history of the Shanghai Forum will continue. В статье характеризуются подходы России и Китая к вопросам деятельности Шанхайской организации сотрудничества, констатируется мысль о том, что РФ еще со времени создания в 1996 г. «Шанхайской пятерки» — предтечи ШОС — была настроена на строительство Шанхайского форума как региональной структуры безопасности, в то время как Китай видел в нем механизм институционального закрепления своей экономической «экспансии» в ЦА. Характер ожиданий от деятельности ШОС и ныне обусловливает роль и место РФ и Китая в решении политико-экономических проблем Организации. С первых же лет встал вопрос об экономическом развитии Организации и ее транзите от механизма приграничных мер безопасности к многопрофильной международной структуре. Однако коллективная экономическая составляющая ШОС так и не получила ощутимого роста, причины чего приводятся в статье. Автор подчеркивает, что хотя Россия не утратила свои хозяйственные преимущества в центральноазиатском сегменте ШОС, однако многовекторное внедрение Китая в экономическое поле ЦА объективно сужает там маневр Москвы. При этом у России есть мощное сравнительное преимущество, которое лежит в оборонной сфере, и посему наша страна, выполняя роль военно-стратегического авангарда ШОС, способна уравновешивать общее влияние КНР в регионе. Автор полагает, что само время ставит перед Китаем вопрос о его активном подключении к безопасосберегающей деятельности ШОС, что, однако, чревато и новыми рисками. В статье анализируются факторы, способствующие развитию Организации (главный из них — сходство целого ряда российских и китайских международных интересов), а также и те особенности российско-китайского диалога, которые не благоприятствуют общему прогрессу Организации. В итоге автор подчеркивает, что ЦА остается ареалом конкуренции России не только с рядом «третьих» международных сил, но и с дружественным Китаем. Тем не менее, полагает он, — пока генеральные интересы России и КНР на мировой арене совпадают, будет продолжаться и история Шанхайского форума. |
