Постановка проблеми. Етнополітична безпека на сучасному етапі розвитку української державності набуває особливого значення через посилення та урізноманітнення внутрішніх і зовнішніх викликів, зокрема триваючу збройну агресію РФ проти України. За таких умов забезпечення етнополітичної безпеки виступає ключовою складовою національної безпеки України й важливою передумовою збереження її територіальної цілісності та демократичного розвитку. Водночас проблематиці етнополітичної безпеки все ще не приділено належної уваги на рівні профільного законодавства чи державних стратегій у сфері національної безпеки, що ускладнює реагування держави на загрози в етнополітичній сфері. У зв’язку з цим існує необхідність аналізу поточного стану та перспектив етнополітичної безпеки у системі національної безпеки України. Метою роботи є поглиблений аналіз етнополітичної безпеки у системі національної безпеки України, визначення її сутності та поняття, характеристика сучасних загроз і викликів етнополітичної безпеки, а також обґрунтування перспективних напрямків забезпечення етнополітичної безпеки як складової національної безпеки України. Методи. Для вирішення задач дослідження використано низку методів наукового пізнання, серед яких формально-юридичний, за яким охарактеризовано нормативно-правові засади забезпечення етнополітичної безпеки України. За допомогою логіко-семантичного методу визначено сутність та поняття етнополітичної безпеки; системно-структурого методу – висвітлено реальні та потенційні виклики й ризики етнополітичній безпеці України; прогностичного методу – сформульовано пропозиції щодо подальшої протидії загрозам етнополітичній безпеці. Результати. Встановлено, що етнополітична безпека це стан захищеності людини, етнічних спільнот, суспільства та держави від внутрішніх і зовнішніх загроз, що забезпечує національну єдність, злагоду поліетнічного суспільства, територіальну цілісність та суверенітет держави. Визначено та охарактеризовано такі основні загрози етнополітичній безпеці України як: розпалювання РФ та іншими сусідніми державами міжнаціональної, мовної та релігійної ворожнечі, сепаратизм, міжетнічна напруженість і деструктивна пропаганда; втрата частиною титульної української нації своєї мовної самобутності; слабкість і непослідовність державної етнонаціональної політики, її недостатнє нормативне та інституційне забезпечення; збройна агресія РФ проти України, порушення прав людини на тимчасово окупованих територіях, тощо. Висновки. З урахуванням існуючих загроз етнополітичній безпеці України обґрунтовано перспективні напрямки її забезпечення, що насамперед потребує розвитку правових засад забезпечення етнополітичної безпеки, її чіткого визнання складовою системи національної безпеки, законодавчого врегулювання основних загроз і суб’єктів забезпечення етнополітичної безпеки, ухвалення Стратегії етнополітичної безпеки України, а також посилення інституційної спроможності держави, впровадження її послідовної інформаційної, мовної та освітньої політики. Нагальними завданнями також є адекватна протидія проявам сепаратизму, дискримінації та розпалювання національної чи релігійної ворожнечі, захист прав і свобод представників всіх національних меншин. Інтеграція корінних народів і національних меншин в єдине поліетнічне суспільство має забезпечуватись на основі поваги до їх самобутності та збереження самобутності української титульної нації. Важливу роль для забезпечення етнополітичної безпеки відіграє системна підтримка ініціатив громадянського суспільства та поглиблення міжнародної взаємодії у сфері захисту прав національних меншин і корінних народів. Problem statement. Ethnopolitical security at the current stage of development of Ukrainian statehood is gaining particular importance due to the intensification and diversification of internal and external challenges, in particular the ongoing armed aggression of the Russian Federation against Ukraine. Under such conditions, ensuring ethno-political security is a key component of Ukraine's national security and an important prerequisite for preserving its territorial integrity and democratic development. Meanwhile, the issue of ethno-political security has still not been given due attention at the level of specialized legislation or state strategies in the field of national security, which complicates the state's response to threats in the ethno-political sphere. In this regard, there is a need to analyze the current state and prospects of ethno-political security in the national security system of Ukraine. The purpose of the work is an in-depth analysis of ethnopolitical security in the national security system of Ukraine, the determination of its essence and concept, the characterization of modern threats and challenges of ethnopolitical security, as well as the substantiation of perspective directions for ensuring ethnopolitical security as a component of the national security of Ukraine. Methods. To solve the research problems, a number of scientific methods were used, including the formal-legal method, which characterized the legal bases of ensuring the ethnopolitical security of Ukraine. Logical-semantic method – there are determined the essence and concept of ethnopolitical security; systemic-structural method – there are revealed the real and potential challenges and risks to the ethnopolitical security of Ukraine; prognostic method – there are formulated the proposals for further counteraction threats to ethnopolitical security. Results. It has been established that ethnopolitical security is a state of protection of a person, ethnic communities, society and the state from internal and external threats, which ensures national unity, harmony of a multi-ethnic society, territorial integrity and sovereignty of the state. The following main threats to the ethnopolitical security of Ukraine have been identified and characterized: the incitement of interethnic, linguistic and religious hostility by the Russian Federation and other neighboring states, separatism, interethnic tension, destructive propaganda and the loss of linguistic identity by part of the titular Ukrainian nation. Other threats are the weakness and inconsistency of the state ethno-national policy, its insufficient regulatory and institutional support, as well as the armed aggression of the Russian Federation against Ukraine, human rights violations in temporarily occupied territories, etc. Conclusions. Taking into account the existing threats to the ethnopolitical security of Ukraine, perspective directions for its provision have been substantiated, which primarily requires the development of legal bases for ensuring ethnopolitical security, its clear recognition as a component of the national security system, legislative regulation of the main threats and subjects of ensuring ethnopolitical security, adoption of the Strategy of Ethnopolitical Security of Ukraine, as well as strengthening the institutional capacity of the state, implementation of its consistent information, language and educational policy. Urgent tasks also include adequately countering manifestations of separatism, discrimination, incitement of national or religious hatred, and protecting the rights and freedoms of representatives of all national minorities. The integration of indigenous peoples and national minorities into a single multi-ethnic society must be ensured on the basis of respect for their identity and the preservation of the identity of the Ukrainian titular nation. An important role in ensuring ethno-political security is played by systematic support for civil society initiatives and deepening international cooperation in the field of protecting the rights of national minorities and indigenous peoples. |
