Деятельность органов государственной власти и местного самоуправления направлена на социально-экономическое развитие территорий и повышение качества жизни населения. Государственное и муниципальное управление является эффективным и результативным тогда, когда оно находит отражение в социальных ожиданиях населения. Поэтому для оценки деятельности органов власти важно учитывать субъективное мнения населения как потребителя услуг органов власти. В статье приводятся результаты анализа субъективных оценок деятельности органов государственной власти и местного самоуправления населением Республики Саха (Якутия) в разрезе 5-ти экономических зон республики. Анализ проводился на основе данных социологического опроса, проведенного авторами. В ходе анализа были рассчитаны интегральные индексы, сопоставляющие доли положительных и отрицательных оценок; на основе индексов был простроен рейтинг экономических зон по показателям субъективных оценок населения республики. The activities of state authorities and local self-government are aimed at the socio-economic development of the territories and improving the quality of life of the population. State and municipal government is effective and efficient when it is reflected in the social expectations of the population. Therefore, in order to assess the activities of the authorities, it is important to take into account the subjective opinions of the population as a consumer of the services of the authorities. The article presents the results of the analysis of subjective assessments of the activities of state authorities and local self-government by the population of the Republic of Sakha (Yakutia) in the context of 5 economic zones of the republic. The analysis was carried out on the basis of data from a sociological survey conducted by the authors. In the course of the analysis, integral indices were calculated that compare the shares of positive and negative assessments; on the basis of indices, a rating of economic zones was built according to indicators of subjective assessments of the population of the republic. |
