Одним из факторов создания «умных городов» выступает государственночастное партнерство (далее — ГЧП), с помощью которого привлекаются ресурсы и компетенции представителей бизнеса, необходимые для разработки и внедрения в городах цифровых технологий. Основным результатом этого выступает удовлетворение интересов и потребностей настоящего и будущего поколения при взаимодействии с городской средой посредством повышения качества и уровня жизни. Целью статьи является исследование преимуществ и барьеров в создании «умных городов» на основе ГЧП. Методологическую основу исследования составили общенаучные методы познания экономических явлений и процессов. В работе применены анализ, синтез, наблюдение и другие методы. Проведенное исследование позволило представить преимущества и эффекты ГЧП в контексте создания «умных городов». Сделаны выводы о наличии правовых, финансово-экономических и организационных барьеров, препятствующих развитию российской практики ГЧП применительно к созданию «умных городов». Сформулированы требования, которыми следует руководствоваться при ликвидации данных барьеров, и определены перспективные направления ГЧП при создании «умных городов» в направлении обеспечения устойчивого развития нашей страны. Материалы исследования могут быть использованы при принятии решений по созданию в России «умных городов» с применением ГЧП. One of the factors in the creation of “smart cities” is a public-private partnership (hereinafter — PPP), through which the resources and competencies of business representatives necessary for the development and implementation of digital technologies in cities are attracted. The main result of this is the satisfaction of the interests and needs of the present and future generations when interacting with the urban environment by improving the quality and standard of living. The purpose of the article is to study the advantages and barriers in creating “smart cities” based on PPP. The methodological basis of the study was made up of general scientific methods of cognition of economic phenomena and processes. The work uses analysis, synthesis, observation and other methods. The study made it possible to present the advantages and effects of PPP in the context of creating “smart cities”. Conclusions are drawn about the existence of legal, financial, economic and organizational barriers that hinder the development of the Russian PPP practice in relation to the creation of “smart cities”. The requirements that should guide the elimination of these barriers are formulated, and promising areas of PPP in the creation of “smart cities” in the direction of ensuring the sustainable development of our country are identified.
