| Περιγραφή: | Статья посвящена вопросам формирования эффективных механизмов и экономических инструментов развития систем городского теплоснабжения в условиях либерализации экономических отношений в энергетической отрасли. На примере Московского региона выявлены закономерности в изменении структуры тепловых источников и организации основных элементов системы теплоснабжения. Предложен усовершенствованный метод формирования предельного тарифа на тепло, учитывающий структуру тепловых источников и позволяющий устранить существующие недостатки внедрения рыночных методов ценообразования. Проведен сравнительный анализ эффективности организации централизованных систем теплоснабжения на основе конкурентного отбора поставщиков тепла и усовершенствованного метода формирования тарифа на тепло. The article is devoted to the formation of effective mechanisms and economic instruments for the development of urban heat supply systems in the context of the liberalization of economic relations in the energy sector. On the example of the Moscow region, regularities in the change in the structure of heat sources and theorganization of the main elements of the heat supply system are revealed. An improved method for the formation of the marginal tariff for heat is proposed, taking into account the structure of heat sources and allowing to eliminate the existing disadvantages of introducing market pricing methods. A comparative analysis of the efficiency of organizing centralized heat supply systems based on competitive selection of heat suppliers and an improved method of forming a heat tariff is carried out. |
