| Περιγραφή: | The article examines the key role of technological development in the Russian economy, particularly in the agro-industrial complex (AIC), in the context of enhancing its innovation and investment attractiveness. The authors analyze the current state of the technological base of the Russian AIC, identifying the main problems and barriers hindering its modernization and the introduction of advanced technologies. Particular attention is paid to the need to overcome the technological gap with developed countries, which requires a comprehensive approach, including government support, attracting private investment, developing scientific potential, and providing human resources. The authors emphasize that technological development is not an end in itself, but should be aimed at solving specific tasks, such as increasing the competitiveness of Russian products, reducing production costs, improving the quality and safety of food products, ensuring the country's food security, and reducing dependence on imports. The article justifies the need for state support for the technological development of the AIC, including the development and implementation of targeted programs, the provision of preferential loans and tax incentives, and the creation of a favorable investment climate. The importance of developing innovation infrastructure is also noted, including technology parks, business incubators, technology transfer centers, and other structures that promote the commercialization of scientific research and development results. In conclusion, the authors offer concrete recommendations for increasing the innovation and investment attractiveness of the AIC based on technological development, which may be useful for public authorities, scientific organizations, AIC enterprises, and investors. The article is of interest to a wide range of specialists involved in the development of the AIC, the innovation economy, and investment policy. В статье рассматривается ключевая роль технологического развития экономики России, и в частности, агропромышленного комплекса (АПК), в контексте повышения его инновационно-инвестиционной привлекательности. Авторами проводится анализ текущего состояния технологической базы российского АПК, выявляются основные проблемы и барьеры, препятствующие ее модернизации и внедрению передовых технологий. Особое внимание уделяется необходимости преодоления технологического отставания от развитых стран, что требует комплексного подхода, включающего государственную поддержку, привлечение частных инвестиций, развитие научного потенциала и кадрового обеспечения. Авторы подчеркивают, что технологическое развитие не является самоцелью, а должно быть направлено на решение конкретных задач, таких как повышение конкурентоспособности российской продукции, снижение себестоимости, улучшение качества и безопасности продуктов питания, обеспечение продовольственной безопасности страны и снижение зависимости от импорта. В статье обосновывается необходимость государственной поддержки технологического развития АПК, включая разработку и реализацию целевых программ, предоставление льготных кредитов и налоговых льгот, создание благоприятного инвестиционного климата. Также отмечается важность развития инновационной инфраструктуры, включая технопарки, бизнес-инкубаторы, центры трансфера технологий и другие структуры, способствующие коммерциализации результатов научных исследований и разработок. В заключение авторы предлагают конкретные рекомендации по повышению инновационно-инвестиционной привлекательности АПК на основе технологического развития, которые могут быть полезны для органов государственной власти, научных организаций, предприятий АПК и инвесторов. Статья представляет интерес для широкого круга специалистов, занимающихся вопросами развития АПК, инновационной экономики и инвестиционной политики. |
