Столкнувшись с проблемой массового «исхода» компаний с иностранным «недружественным» участием законодатель столкнулся с необходимостью урегулирования правоотношении между участниками отношений, возникших ранее в процессе осуществления ими предпринимательской деятельности. Данный законопроект имеет большое значение для обеспечения стабильности экономики и гражданского оборота, защиты прав и законных интересов граждан в Российской Федерации. Цель отечественного законопроекта - сохранение баланса между национальными интересами и интересами иностранных инвесторов. Однако, отсутствие подобной практики и ограниченный ресурс времени для обсуждения его положений, усложняет процесс принятия законопроекта. Faced with the problem of a mass "exodus" of companies with foreign "unfriendly" participation, the legislator was faced with the need to regulate the legal relationship between the participants in relations that arose earlier in the process of their entrepreneurial activities. This bill is of great importance for ensuring the stability of the economy and civil circulation, protecting the rights and legitimate interests of citizens in the Russian Federation. The purpose of the domestic bill is to maintain a balance between national interests and the interests of foreign investors. However, the lack of such a practice and the limited time available for discussing its provisions complicate the process of passing the bill. |
