Περιγραφή: Historical experience shows that sanctions significantly more often fail to achieve their stated political goals and do not lead to the desired result. The paper analyzes generalized data on the effectiveness of sanctions and the key reasons for their failure. Despite the increase in the number of sanctions episodes since the second half of the 20th century, their effectiveness remains low: according to some estimates, only a quarter to a third of cases end in achieving the goal. The article examines the phenomena of Daniel Dresner's "sanctions paradox", factors that hinder the effectiveness of sanctions, incompleteness of international support, adaptation of the target economy and change in the goals of the sanctions themselves during the conflict. In conclusion, it is concluded that sanctions are rarely a panacea and are effective only under certain conditions, and therefore require careful and strategic use.
Исторический опыт показывает, что санкции значительно чаще не достигают заявленных политических целей и не приводят к желаемому результату. В работе анализированы обобщённые данные о результативности санкций и ключевые причины их неудач. Несмотря на рост числа санкционных эпизодов со второй половины XX века, их эффективность остаётся низкой: по ряду оценок, лишь четверть–треть случаев завершаются достижением цели. Рассмотрены феномены «санкционного парадокса» Дэниела Дрезнера, факторы, препятствующие результативности санкций, неполнота международной поддержки, адаптация экономики цели и изменение целей самих санкций в процессе конфликта. В заключение сделаны выводы о том, что санкции редко являются панацеей и эффективны только при определённых условиях, а потому требуют осторожного и стратегического применения.
