Актуальность исследования обусловлена структурными изменениями внедрения инновационных проектов в трансформирующейся экономической среде. Статья направлена на выявление проблем управления инновационными рисками в процессе внедрения региональных проектов в Российской Федерации и на поиск путей их разрешения. Исследование основано на анализе материалов международных организаций, аналитических центров, средств массовой информации и официальных источников. Сделан обзор научной литературы. Системный подход является основополагающим, так как он позволил комплексно рассмотреть сущностные характеристики проблем управления инновационными рисками. В работе использованы методы статистического и сравнительного анализа. В статье раскрыто содержание и сущность понятий «инновационный риск», «процесс внедрения проекта», «управление риском» и представлена информация, раскрывающая состояние региональных инновационных систем в текущий момент времени. Выделены результаты анализа уровня научно-технологического развития российских регионов. Раскрыты проблемы идентификации инновационного риска в изменившейся экономической среде и разработан алгоритм концепции управления инновационным риском. Определены пути решения проблем управления инновационными рисками, связанные с развитием характеристик региональных инновационных систем. Сделан вывод о том, что проблемы управления инновационными рисками следует рассматривать с позиции характерных признаков идентифицированного риска, а система управления рисками базируется на совокупности различных методов, моделей и подходов, призванных уменьшить вероятность возникновения убытков на стадии приведения результатов инноваций к практике. Материалы статьи представляют практическую ценность для региональных органов власти в процессе управления внедрением инновационных проектов The relevance of the study is due to structural changes in the implementation of innovative projects in Russia in a transforming economic environment. The article is aimed at identifying the problems of managing innovation risks in the process of implementing regional projects in the Russian Federation and finding ways to resolve them. The study is based on an analysis of materials from international organizations, think tanks, the media and official sources. The review of scientific literature is made. The systems approach is fundamental. It allowed us to comprehensively consider the essential characteristics of the problems of innovation risk management. The methods of statistical and comparative analysis were used in the work. The article reveals the content and essence of the concepts of .innovation risk., .project implementation process., .risk management.. Information is presented that reveals the state of regional innovation systems at the current time. The results of the analysis of the level of scientific and technological development of Russian regions are highlighted. The problems of identification of innovation risk in the changed economic environment are revealed. An algorithm for the concept of innovation risk management has been developed. The ways of solving the problems of managing innovation risks associated with the development of the characteristics of regional innovation systems are determined. It is concluded that the problems of innovation risk management should be considered from the standpoint of the characteristic features of the identified risk. The risk management system is based on a combination of different methods, models and approaches designed to reduce the likelihood of losses at the stage of bringing the results of innovations to practice. The materials of the article are of practical value for regional authorities in the process of managing the implementation of innovative projects. |
