Περιγραφή: Рассматривается сложный период перехода к рыночным отношениям системообразующих и стратегических предприятий. Выявляется содержание и целевые функции региональной хозяйственной и социокультурной стратегии общественного развития, его социальной эффективности периода плановой (командной) экономики. Освещается сложный вопрос перехода к рыночным отношениям градообразующих промышленных предприятий во втором по численности и социальноэкономическому потенциалу городе Березники Пермского края (после краевого центра г. Перми) в конце XX - начале XXI столетия. Анализируется обеспеченность материально-техническими ресурсами, их конкурентоспособность периода советской власти и в постсоветскую эпоху, сложный процесс акционирования, приватизации крупных производств в условиях формирования новой законодательной базы в РФ. Проанализированы качественные основания антидепрессивного развития Березниковской агломерации и рассмотрены факторы региональной напряжённости, лежащие в сфере историкокультурно-природного наследия, сложившихся форм управления. Проводится утверждение о важности изучения промышленной истории регионов. The difficult period of transition to market relations of backbone and strategic enterprises is considered. The content and target functions of the regional economic and socio-cultural strategy of social development, its social effectiveness in the period of the planned (command) economy are revealed. The complex issueof the transition to market relations of the city-forming industrial enterprises in the second largest city and socioeconomic potential of the city of Berezniki in the Perm Territory (after the regional center of Perm) at the end of the 20th - beginning of the 21st century is highlighted. The provision of material and technical resources, theircompetitiveness during the period of Soviet power and in the post-Soviet era, the complex process of corporatization, privatization of large industries in the context of the formation of a new legislative framework in the RussianFederation are analyzed. The qualitative grounds for the anti-depressive development of the Berezniki agglomeration are analyzed and the factors of regional tensions that lie in the sphere of historical, cultural and naturalheritage and the established forms of government are considered. A statement is made about the importance of studying the industrial history of the regions.
