Статья посвящена исследованию проблем и рисков устойчивого развития регионов. Цели устойчивого развития были приняты ООН в 2015 году в рамках Повестки дня в области устойчивого развития на период до 2030 года. В России организация работ по реализации ЦУР началась с момента их принятия. В качестве механизма реализации использовались Национальные, Федеральные и региональные программы и стратегии развития страны. В 2019-2020 годах Российская Федерация подготовила и представила Добровольный национальный обзор, который опубликован 26 июня 2020 года на сайте ООН. Важнейшая роль в реализации Целей устойчивого развития принадлежит регионам, так как именно в регионах происходит их внедрение. Анализ стратегий развития Рязанской области и Рязанского муниципального района позволяет сделать вывод об отсутствии полного перечня показателей в стратегии развития, их несогласованности, необходимости использования в качестве показателей развития методик и индикаторов ЦУР разработанных Росстатом. Настоящая работа посвящена выявлению проблем и рисков устойчивого развития регионов, разработке предложений по их устранению. The article is devoted to the study of the problems and risks of sustainable development of the regions. The goals of sustainable development were accepted by the UN in 2015 as part of the agenda in the field of sustainable development for the period until 2030. In Russia, the organization of work on the implementation of the CUR began from the moment they are adopted. As a implementation mechanism, national, federal and regional programs and development strategies were used. In 2019-2020, the Russian Federation prepared and presented a voluntary national review, which was published on June 26, 2020 on the UN website. The most important role in the implementation of the goals of sustainable development belongs to the regions, since it is in the regions that they are introduced. An analysis of the development strategies of the Ryazan region and the Ryazan municipal district allows us to conclude that there is no full list of indicators in the development strategy, their inconsistency, the need to use the methods of methods and indicators of the CUR developed by Rosstat. This work is devoted to the identification of the problems and risks of sustainable development of the regions, the development of proposals for their elimination. |
