| Description: | The unique institution of our country, the Scientific Center for Legal Information (hereinafter referred to as NCLI), has turned 50 years old. A wise government decision in 1975 marked the beginning of a new field of activity — legal informatics. This is, firstly, the active introduction of information technology into legal activities, and secondly, the development of legal norms in the information sphere, which led to the emergence of a new branch of jurisprudence — information law. However, the beginning of 1996 was overshadowed by paragraph 10 of the Decree of the President of the Russian Federation of January 29, 1996 No. 117 “Questions of the Administration of the President of the Russian Federation”, which ordered the submission of proposals for the liquidation of the NCPI under the Ministry of Justice of Russia, which in principle threatened the existence of the entire system of legal information of the Ministry of Justice of Russia. Almost 30 years have passed since the events described began, which, I think, are of certain significance for the history of legal informatization of Russia. Many of their participants have aged greatly or even passed away. I have tried to describe only the facts confirmed by yellow documents, the files of which are still stored on 3.5-inch floppy disks. When I received Decree No. 117, my first thought was to lie down on the black leather sofa in my office and declare a hunger strike. But having come to my senses, I tried to make some efforts to preserve the unique institution under the jurisdiction of the Ministry of Justice of Russia. You can agree that not everyone will be able to disobey the decree of the President of the Russian Federation. 50 лет исполнилось уникальному учреждению нашей страны — Научному центру правовой информации (далее — НЦПИ). Мудрое государственное решение 1975 года положило начало новой сферы деятельности — правовой информатике. Это, во-первых, активное внедрение средств информационно-вычислительной техники в юридическую деятельность, во-вторых, развитие правовых норм в информационной сфере, что привело к возникновению новой отрасли юриспруденции — информационного права. Однако начало 1996 года было омрачено пунктом 10 Указа Президента Российской Федерации от 29 января 1996 г. № 117 «Вопросы Администрации Президента Российской Федерации», в котором предписывалось внести предложения по ликвидации НЦПИ при Минюсте России, что в принципе ставило под угрозу существования всю систему правовой информации Минюста России. Прошло уже почти 30 лет с начала описываемых событий, которые, я думаю, для истории правовой информатизации России представляют определенную значимость. Многие их участники сильно состарились или даже ушли из жизни. Я попытался описать лишь факты, подтверждаемые пожелтевшими документами, файлы которых хранятся у меня еще на 3,5-дюймовых дискетках. Когда я получил Указ № 117, то первая мысль была лечь на черный кожаный диванчик, стоявший в моем кабинете, и объявить голодовку. Но, придя в себя, я попытался предпринять некоторые усилия, чтобы сохранить уникальное учреждение в ведении Минюста России. Согласитесь, что не исполнить указ Президента Российской Федерации не у всякого получится. |
