В работе обоснована дуальность политики в области государственных расходов, противоречивость которой сглаживается на основе совершенствования управления публичными закупками как рыночным механизмом использования госрасходов. Выявлены рыночные принципы и функционал управления закупками государства, эффективная реализация которых обеспечивает повышение транспарентности и конкурентности рынка закупок. Показано, что цифровизация управления публичными закупками несколько повышает трансакционные издержки поставщиком, что позволило обосновать направления их локализации и в целом предложить систему мер по модернизации управления публичными закупками в условиях ускорения их цифровизации. Introduction. The duality of policy in government expenditures is grounded. The inconsistency of such policy is smoothed over through the development of public procurement management as a market mechanism for government expenditures using. The market principles and functionality of procurement management in a state are considered. The goal of the research is to elaborate the tools for transaction costs localization when increasing the transparency of public procurement to ensure the industrial requirements of organizations of the socialized sector. Results. A monographic analysis of public procurement management based on the OOO "Rostovvodstroi" and "TransTeleKom" was carried out. The authors demonstrated that digitization of public procurement management led to a slightly increase of transaction costs by a supplier. It made it possible to ground the vector of their localization and offer the system of measures for modernization of public procurement management in the context of accelerated digitization. The substantive characteristics of the vector of localization of transaction costs of procurement procedure demonstrates that the balance between strict managerial regulation and freedom of action of ordering customers and participants in tenders is reasonably required. Conclusion. The offers in public procurement management modernization (implementation of software that supports the artificial intellect and robotic process automation, optimization of the supply chain by assessing the lost cost savings, provision of data security based on the strategy of cyberdefense, usage of the technology of artificial intellect to prevent from the dishonesty of supplier with the history of the concluded with him/her contracts, implementation of negative reputation rating of entrepreneur-supplier, invitation of producers for large-scale public procurements instead of their agents) are offered. |
