Рассмотрены проблемные зоны в управлении мотивацией деятельности научно-педагогических кадров российских вузов с 1990-х гг. до настоящего времени. Выявлены и описаны причины низкой мотивации научно-исследовательской деятельности профессорско-преподавательского состава (ППС) российских вузов. Особое внимание обращено на противоречие между отсутствием бесплатного доступа преподавателей подавляющего большинства российских вузов к информационным ресурсам международных наукометрических баз Skopus, Web of Science и формализованной оценкой результатов их научно-исследовательской деятельности. We consider mistakes in managing the motivation of academic and teaching staff of Russian higher school since 1990s to present day. We reveal and describe the reasons for low motivation of academic and teaching staff as far as scientific research is concerned. Special attention is paid to the contradiction between the absence of free access of teachers in most Russian institutions of higher education to information resources of international scientometrical bases Scopus and Web of Science and the formalized assessment system of scientific research results. |
