Περιγραφή: The article considers local standards of urban planning design, examines their place in the structure of normative documentation and the potential for regulating urban development activities on the territory of urban settlements and urban districts of the Rostov region. As an applied research, the analysis of local standards of urban planning design developed in the period from 2016 to 2019, which are valid on the territory of the Rostov region, was carried out. The analysis of their content in accordance with Federal standards, on the one hand, and taking into account local characteristics, on the other. A number of inconsistencies have been identified that may affect the quality of urban planning in the Rostov region. The role of open urban spaces in assessing the quality of the urban environment is considered, as well as the possibility of regulating the availability of such spaces and their availability through local standards of urban design. Recommendations on the methodology for developing standards of urban planning design for the cities of the Rostov region are given. This study was carried out on the basis of Regional research and design institute of town planning within the framework of scientific and research work in accordance with the state task of the Ministry of Construction of the Rostov region in 2020.
В статье рассматриваются местные нормативы градостроительного проектирования, исследуется их место в структуре нормативной документации и потенциал регулирования градостроительной деятельности на территории городских поселений и городских округов Ростовской области. В качестве прикладного исследования проведен анализ местных нормативов градостроительного проектирования, разработанных в период с 2016 по 2019 год, которые действуют на территории Ростовской области. Проведен анализ их содержания в соответствии с Федеральными нормами, с одной стороны, и учета местных особенностей, с другой. Выявлен ряд несоответствий, которые могут влиять на качество градостроительного проектирования на территории Ростовской области. Рассмотрена роль открытых городских пространств при оценке качества городской среды, а также возможности регулирования обеспеченности такими пространствами и их доступности через местные нормативы градостроительного проектирования. Даны рекомендации по методике разработки нормативов градостроительного проектирования для городов Ростовской области. Данное исследование выполнено на базе ГАУ РО РНИиПИ Градостроительства в рамках научно-исследовательской работы в соответствии с государственным заданием Минстроя Ростовской области в 2020 году.
