Description:	Прошло пять лет со дня одобрения Комитетом по гражданскому, уголовному, арбитражному и процессуальному законодательству Государственной Думы Концепции единого Гражданского процессуального кодекса Российской Федерации и создания рабочей группы по подготовке проекта названного кодекса. Однако юридическая общественность так и не увидала результатов ее работы: не опубликованы для обсуждения ни проект названного кодекса, ни его главы. Отсутствует и информация о ходе работы рабочей группы по подготовке проекта названного нормативного акта. Автор попытался определить причины такого положения, выделил и раскрыл некоторые из них. По мнению автора, эти причины носят как объективный, так и субъективный характер. The author supports the theoretical position that the rules and institutes governing administrative proceedings represent civil procedural rules and institutes, and puts forth additional arguments in support of such conclusions. With the adoption of the Code of Administrative Procedure of the Russian Federation, their place in the system of civil procedure legislation has changed. However, no changes have occurred in the system of civil procedure law. As before, they represent an association of the institutes of this area of law (i.e., a structural subdivision of a level similar to that of special proceedings) rather than constituting an area of administrative proceedings or a sub-area of civil procedural law. The author has concerns that the work done by legislators in relation to the adoption of the Code of Administrative Procedure of the Russian Federation may create an undesirable precedent. Several procedural codes, such as the Code of Special Proceedings and others, can be easily created on the basis of the traditional stages of the civil process, following the example of what was done with the proceedings in question. Is this necessary An existing example may be contagious. What is more important, the initiators of such experiments will have legal precedent in support of their ideas
