В рамках статьи автор рассматривает вопрос определения стратегических приоритетов инвестиционного развития субъекта Российской Федерации, приобретающий в контексте национальных целей, обозначенных в Указе Президента РФ от 7 мая 2018 г. №204 «О национальных целях и стратегических задачах развития Российской Федерации на период до 2024 года» повышенную актуальность. В целях выработки приоритетов инвестиционного развития на долгосрочную перспективу, необходимо провести анализ текущей ситуации в регионе, определить сильные и слабые стороны региона с точки зрения его инвестиционной привлекательности, оценить инвестиционный потенциал субъекта РФ. Автором были проанализированы существующие подходы к оценке инвестиционной привлекательности региона, использующие различные методы рейтингования. Анализ выявил ряд ограничений таких подходов, связанных с тем, что инвестиционная привлекательность оценивается с точки зрения соответствия требованиям потенциальных инвесторов, оставляя за рамками эффект от развития инвестиционной деятельности в контексте социально-экономического развития региона. Автор предлагает методику оценки инвестиционной привлекательности региона, основанную на анализе двух составляющих: состояния инвестиционного климата и эффективности инвестиционной активности региона. Предлагаемый подход основывается на анализе показателей, характеризующих текущую инвестиционную привлекательность региона, и индикаторов опережающего развития. Методика была применена для анализа инвестиционной привлекательности Брянской области и формулирования предложений для включения в инвестиционную стратегию региона. Было продемонстрировано что методика является эффективным инструментом и может быть интегрирована субъектами РФ в процесс стратегического планирования с целью формирования приоритетов инвестиционного развития территорий. The In the article, the author considers the determination of the strategic investment priorities for the constituent entities of the Russian Federation. The issue has acquired increased relevance in the context of the national goals outlined in the Decree of the President of the Russian Federation of May 7, 2018 N 204 “On the national goals and strategic objectives of the development of the Russian Federation for the period up to 2024”. In order to set long-term investment priorities, it is necessary to analyze the current situation in the region, identify the strengths and weaknesses of the region in terms of its investment attractiveness, and evaluate the investment potential of the constituent entity of the Russian Federation. The author analyzed the existing methods to assessing regional investment attractiveness that are based on various rating methods. The analysis revealed a number of limitations of these techniques, related to the fact that investment attractiveness is estimated from the viewpoint of potential investors and reflects requirements. Such approaches do not take into account the effect of the investment activities on the regional socio-economic development. The author proposes an assessment methodology for assessing the investment attractiveness of a region, based on an analysis of two components: the state of the investment climate and the effectiveness of the regional investment activity. The proposed approach employs indicators characterizing both the current investment attractiveness of the region, and indicators of future development. The methodology was applied to analyze the investment attractiveness of the Bryansk region and to formulate recommendations for the investment strategy of the region. The methodology proved to be an effective tool and can be integrated by the entities of the Russian Federation in the strategic planning process in order to set priorities for the regional investment development. |
