В настоящее время в виду многообразия инструментов финансового обеспечения научных исследований и опытно-конструкторских разработок и необходимости достижения целевых показателей и индикаторов государственных программ Российской Федерации и национальных проектов особую актуальность приобретает вопрос управления общественными финансами научнотехнологического сектора. В качестве одного из таких инструментов управления предлагается внедрение «научного бюджета», ориентированного на оптимизацию направлений и объемов финансирования, увязки финансирования НИОКР с национальными приоритетами и задачами. Применение такого инструмента управления общественными финансами в сфере исследований и разработок уже реализуется рядом стран, в том числе Австралией и Великобританией, демонстрирующих высокое качество бюджетного планирования. Currently, in view of the variety of financial support tools for research and development, and the need to achieve targets and indicators of state programs of the Russian Federation and national projects, the issue of managing public finances in the scientific and technological sector is becoming particularly relevant. As one of such tools, it is proposed to introduce a “scientific budget” focused on optimizing areas and volumes of funding, linking R&D funding with national priorities and objectives. The use of such a public finance management tool in research and development is already being implemented by a number of countries, including Australia and the United Kingdom, which demonstrate high quality budget planning. |
