Abstract (English): This research note proposes to highlight the value of bringing together work from political science with work that is more focused on urban history. We believe this is necessary at a time when actors in Canadian municipal democracy (elected officials, citizens, civil servants) seem to be enjoying renewed interest from political scientists, and when a body of work on the transformations of Canadian cities in the 20th century exists across several disciplinary fields. A historical perspective, including work in history but also in urban planning, allows us to highlight key moments that have shaped both the design and practices of municipal democracy in Canada's major cities. Two pivotal periods in the 20th century stand out in particular: the urban reforms of the early 20th century and the 1960s and 1970s, marked by resistance to urban renewal policies. In our view, their legacy is still evident today in the way we view the role of elected officials, professionals, and citizens. [ABSTRACT FROM AUTHOR]
Abstract (French): Cette note de recherche propose de rappeler l'intérêt de rapprocher les travaux issus de la science politique avec ceux qui s'inscrivent plutôt dans une perspective d'histoire urbaine. Cela nous apparaît nécessaire à un moment où les acteurs de la démocratie municipale canadienne (élus, citoyens, fonctionnaires) semble bénéficier d'un regain d'intérêt du côté de la science politique et alors même qu'un ensemble de travaux portant sur les transformations des villes canadiennes au 20e siècle existe à travers plusieurs corpus disciplinaires. Une perspective historique, incluant les travaux en histoire, mais aussi en planification urbaine, permet de mettre au jour des moments forts qui ont infléchi à la fois la conception et les pratiques de la démocratie municipale dans les grandes villes canadiennes. Deux périodes charnières du 20e siècle se dégagent particulièrement : celle des réformes urbaines du début du siècle et celle des années 1960-1970 marquée par les mouvements de résistance aux politiques de rénovation urbaine. Selon nous, leur héritage se manifeste encore aujourd'hui dans la manière d'envisager le rôle des élus, des professionnels et des citoyens. [ABSTRACT FROM AUTHOR]
