| Abstract (English): | The way governments monitor and capitalism uses the market is always changing. These changes occur in reaction to the period’s demands and potential. The Panopticon, for example, was a surveillance device in the 18th century; today’s surveillance tool is the telephone, watchers are the cameras hung on the street walls, just as the Panopticon’s watchers were the cameras hanging on the street walls. While capitalism uses the market to control the means of production, it now also controls the meaning-making process. Instead of focusing simply on state capitalist processes, this essay will analyze a state structure that employs surveillance capitalism to escape the state’s constricted commitments and acts. Because it makes more sense to set aside being a classical state and show how the institutions are becoming a company while collaborating with businesses. The article discusses the steps taken by states, which are regarded as important examples, as well as corporations, their local governments, and their ties with companies in positions of leadership in this issue. The aim of this paper is to show how states involve and corporatize their own institutions -local governments/municipalitiesbased on the data-driven accumulation of surveillance capitalism. It aims to highlight how people, as service beneficiaries, are also turned into data users, and how they surrender their rights under the guise of ‘consent.’ By doing, instances of the participation of municipal governments in the surveillance capitalism process in countries like as China, Russia, the United States, Germany, and Turkey are offered. | Abstract (Turkish): | Devletlerin gözetim şekli ve kapitalizmin piyasayı kullanma biçimi sürekli değişmektedir.
