| Περίληψη: | The emergence and re-emergence of infectious diseases remain a major public health threat in Europe. The Horizon Europe-funded MOBILISE project addresses this challenge by establishing a One Health Mobile Laboratory capable of handling risk group 3 and 4 pathogens, while strengthening outbreak preparedness through targeted capacity-building activities and the development of a rapid-response expert network. A key component of the project is a training-of-trainers (ToT) model, which enables participants to perform critical tasks in the field and transfer expertise within their home countries. This approach expands the pool of skilled professionals and strengthens collective preparedness. A descriptive mixed-methods programme evaluation, including pre- and post-test assessments, was conducted to assess the ToT model's implementation. In the first phase, two laboratory experts from each partner country were selected. They completed online courses, followed by a two-week in-person training at the Bernhard Nocht Institute for Tropical Medicine in Hamburg, Germany. Training covered biosafety, molecular diagnostics, sequencing, and mobile laboratory operation. The programme concluded with four field missions, allowing participants to apply their skills and train new cohorts. The evaluation also highlighted challenges related to retaining trained experts within the expert pool over time. This structured approach enhances outbreak preparedness, fosters cross-border collaboration, and strengthens the resilience of the health system. (© 2026. The Author(s).) |
| Competing Interests: | Declarations. Disclosure: Microsoft Word Copilot was used to assist with text refinement and language proofreading. The final revision of the manuscript was carried out by a native English speaker. Ethics approval and consent to participate: For the Austrian Trial only mock samples were used and no ethics approval was required. In Germany, only environmental guano samples were collected and no ethics approval was needed. In Greece, the study received approval from the 4th Regional Health Authority and the Ethics Committee of the EODY and complied with national guidelines. All samples were anonymised in accordance with the General Data Protection Regulation (GDPR). Collected data were sent to EODY, the competent authority for the surveillance of communicable diseases under Greek law. Publication permission was obtained from the Ethics Committee and the Scientific Board of EODY (submission code: ΚΠ17567; approved on 17–09-2024). In Tanzania, training activities were embedded into Ministry of Health’s regional RVFV surveillance activities. Work was conducted in line with the Ministry of Health’s national preparedness and response plan and therefore no ethics approval is required. Nevertheless, only remnants of processed, fully anonymised samples from the parental national surveillance study were used for training purposes, and no clinical results are published within this manuscript. Wherever relevant, all studies complied with the “Declaration of Helsinki”. All participants signed a written informed consent form to participate in the study. Consent for publication: All participants signed a publication consent form authorizing the publication of their data and, where applicable, identifiable images or information presented in this article. Competing interests: The authors declare no competing interest. |
