| Abstract: | The article focuses on the "Schuman Plan," which is named for French Foreign Minister Robert Schuman. The plan promotes a European unification system that pools coal and steel production in Germany and France, eliminates economic barriers by creating a single market, and establishes an independent High Authority supervisory agency. The implications of a common market and unification of Western Europe are: the potential for rearmament, abolition of tariffs and quotas, and improved industrial conditions, as well as a reduced demand for American products. Topics include the participation of Holland, Italy, Belgium, and Luxemburg in the plan and the Havana Charter or GATT treaty. |
