| Περίληψη: | The Hajj and Umrah industry has significant potential to strengthen Indonesia's halal ecosystem by integrating various sectors of the Islamic economy. This study aims to analyze strategic approaches for enhancing the halal ecosystem through the Hajj and Umrah industry. A qualitative library research method was employed using qualitative content analysis of books, peer-reviewed journal articles, government regulations, and official reports related to the halal industry, Islamic finance, and Hajj and Umrah services. The analysis followed the stages of data condensation, coding, categorization, and thematic interpretation. The findings identify five major strategic themes: (1) institutional integration as the primary enabling factor, (2) governance and regulatory strengthening to improve transparency and accountability, (3) digital transformation to enhance efficiency and service integration, (4) Islamic finance to support sustainable halal economic development, and (5) human resource development to improve service quality and competitiveness. Institutional integration emerged as the highest strategic priority because it provides the foundation for implementing the other four strategies. The study proposes an integrated conceptual framework that can guide policymakers and industry stakeholders in developing a sustainable, transparent, and globally competitive halal ecosystem through the Hajj and Umrah industry.
